Abstract: 
In this study, the author proposes a new management framework that emergency management practitioners may utilize to improve the effectiveness and efficiency of disaster recovery operations. The author collected field observations and recruited stakeholders of federally operated disaster recovery sites to participate in semi-structured interviews to gain an in-depth understanding of disaster recovery’s systematic processes. The result of this study was the author's development of the Adaptive Recovery Management Cycle (ARMC). This cycle integrates traditional adaptive management programs with concepts from the disaster life cycle to provide the disaster recovery phase with a systematic framework. The author suggests that the ARMC will promote increased resilience and support to disaster recovery management. This study addresses significant gaps in disaster literature, specifically in systematic approaches to manage disaster recovery operations.
